Transatlantic Dogwhistling

Isn't there a word for this:

Tony Blair’s unpopularity poses somewhat of an obstacle to his own re-election, so he’s increasingly paired in campaign appearances and advertising with the more popular Chancellor Gordon Brown, who it is assumed will take over as PM when Blair steps down (as he’s promised to do in a third term). One of Blair’s problems is the decision to go to war in Iraq....
